Program description

The purpose of the Growing Forward 2 Animal Health and Welfare Emergency Preparedness Delivery Agent Program is to improve the ability and capacity of the industry to prepare for, detect and respond effectively to large scale emergency situations that cause large mortalities or other significant impacts on livestock health and welfare in the agricultural sector. For the purposes of this Program, large scale animal health and welfare emergencies are those incidents or circumstances that are beyond the scope of an individual agency, entity or local government to deal with it on their own.

There are two streams in the Animal Health and Welfare Emergency Preparedness Delivery Agent Program: Stream A is the Development/Update of an Emergency Preparedness Plan, and Stream B is Training/Extension to Support an Existing Emergency Preparedness Plan.

What kind of projects are eligible?

The Development/Update of an Emergency Preparedness Plan Stream (Stream A) provides financial support for the development of, or update to, an Emergency Preparedness Plan.

The Training/Extension to Support an Existing Emergency Preparedness Plan Stream (Stream B) provides financial support for the implementation of Emergency Preparedness Plans through training and extension that supports the Emergency Preparedness Plan.

The Program does not provide support once an emergency situation has occurred, and it also does not cover any losses related to an emergency situation.

There is limited funding in the Program. Applications completed to the satisfaction of the Minister will be considered for approval on a case-by-case basis, subject to eligibility requirements, the Program assessment criteria, and Program funding constraints. All project activities must be completed prior to December 31, 2017.

How are costs shared?

The Program provides grants to cover 100% of Eligible Expenses for Projects up to a maximum of $150,000 per Applicant for Stream A and $75,000 per applicant for Stream B.

Who can participate?

To be eligible to apply to Stream A of the Program, an entity must be a Delivery Agent (industry organization operating in Alberta; Alberta Municipalities and Alberta Metis settlements, or Alberta First Nations) that does not have an Emergency Preparedness Plan; or has an Emergency Preparedness Plan that requires updating.

To be eligible to apply to Stream B of the Program, an entity must be a Delivery Agent who has a current Emergency Preparedness Plan that satisfies the requirements in the Terms and Conditions.

How do I start?

Due to limited resources all applicants are asked to contact the program area to discuss their interest in the Program.

Submit a completed Program application form, signed by an authorized representative, and all documents required to be submitted pursuant to that form:

  • a Project Plan describing the Project, including the objectives of the Project, the main activities, how the Project is going to be administered, manpower, how the activities will be carried out, a budget, and expected completion dates; and
  • any supplementary documentation requested by the Minister.
